Electronic Resources Librarian Quals

Karen Schneider posted a comment to the job posting I sent to publib. Considering I have no applicants, I wonder what she suggests to help me find a rightfully qualified librarian?

Just to be clear, is this a government job classified as a
"librarian"
without requiring an accredited library degree?
